Outdoor Burning

General Information

Historically, many people have used outdoor burning as a way to dispose of unwanted materials and yard waste.  Although outdoor burning has been reduced through recycling, waste reduction and more environmentally sound disposal methods, outdoor burning continues to be the number one cause of public nuisance complaints that the NWCAA receives.

We now know that breathing smoke can cause significant health impacts.  Smoke contains a complex mixture of compounds, many of which are toxic and known to cause cancer.  Breathing smoke is especially harmful for babies and children--whose lungs are small and developing--and for people with asthma, heart disease or other respiratory illnesses.

Washington State legislators adopted the Washington State Clean Air Act (RCW 70.94) in 1967 “to secure and maintain such levels of air quality as will protect human health and safety.”  Outdoor burning restrictions have become increasingly more stringent through a progression of amendments and the adoption of the State outdoor burning rule (WAC 173-425).
